I confess I did not like it. Although I had made up my mind to play, I felt averse to doing so on behalf of some one else. In fact, it almost upset my balance, and I entered the gaming rooms with an angry feeling at my heart. At first glance the scene irritated me. Never at any time have I been able to bear the flunkeyishness which one meets in the Press of the world at large, but more especially in that of Russia, where, almost every evening, journalists write on two subjects in particular?namely, on the splendour and luxury of the casinos to be found in the Rhenish towns, and on the heaps of gold which are daily to be seen lying on their tables.

As for the others, light-minded persons who are unable to deal with the problem, they are soon bored in Siberia, and ask themselves with regret why they committed the folly of coming. They impatiently kill the three years which they are obliged by rule to remain, and as soon as their time is up, they beg to be sent back, and return to their original quarters, running down Siberia, and ridiculing it. They are wrong, for it is a happy country, not only as regards the Government service, but also from many other points of view.

The secret of their influence is that they put themselves at the head, and go ahead, without flinching. The Russian Government has recently published a small paper-covered book containing Stavrogin’s Confession, unpublished Chapters of Dostoevsky’s novel The Possessed, and Dostoevsky’s plan or sketch of a novel which he never actually wrote but which he called The Life of a Great Sinner. The circumstances in which these MSS. were discovered are described in the note of the Russian Government which we give below. Our translation of Stavrogin’s Confession and of the plan is from the text as published by the Russian Government. NEW MSS. OF F. M. DOSTOEVSKY Note by the Russian Government.

It should be added that there are two different 6versions of the unpublished Chapters of The Possessed in existence, and they have both been published for the first time this year. The second version, which is in the Pushkin Department of the Russian Academy of Sciences, was published in Builoe. We have not included it, since it appears to be an earlier version than that published by the Russian Government. It should be noted that M. Komarovich’s note refers to this version in the Academy of Sciences. TRANSLATORS’ NOTE.

Niccolo Machiavelli, the first great Italian historian, and one of the most eminent political writers of any age or country, was born at Florence, May 3, 1469. He was of an old though not wealthy Tuscan family, his father, who was a jurist, dying when Niccolo was sixteen years old. We know nothing of Machiavelli's youth and little about his studies. He does not seem to have received the usual humanistic education of his time, as he knew no Greek.

The first notice of Machiavelli is in 1498 when we find him holding the office of Secretary in the second Chancery of the Signoria, which office he retained till the downfall of the Florentine Republic in 1512. His unusual ability was soon recognized, and in 1500 he was sent on a mission to Louis XII. of France, and afterward on an embassy to Cæsar Borgia, the lord of Romagna, at Urbino. Machiavelli's report and description of this and subsequent embassies to this prince, shows his undisguised admiration for the courage and cunning of Cæsar, who was a master in the application of the principles afterwards exposed in such a skillful and uncompromising manner by Machiavelli in his Prince.

The limits of this introduction will not permit us to follow with any detail the many important duties with which he was charged by his native state, all of which he fulfilled with the utmost fidelity and with consummate skill. When, after the battle of Ravenna in 1512 the holy league determined upon the downfall of Pier Soderini, Gonfaloniere of the Florentine Republic, and the restoration of the Medici, the efforts of Machiavelli, who was an ardent republican, were in vain; the troops he had helped to organize fled before the Spaniards and the Medici were returned to power. Machiavelli attempted to conciliate his new masters, but he was deprived of his office, and being accused in the following year of participation in the conspiracy of Boccoli and Capponi, he was imprisoned and tortured, though afterward set at liberty by Pope Leo X.

Free Rome is the embodiment of his political idea of the state. Much that Machiavelli says in this treatise is as true to-day and holds as good as the day it was written. And to us there is much that is of especial importance. To select a chapter almost at random, let us take Book I., Chap. And, believe me, that in one thing only I find satisfaction, namely, in knowing that while in many matters I may have made mistakes, at least I have not been mistaken in choosing you before all others as the persons to whom I dedicate these Discourses; both because I seem to myself, in doing so, to have shown a little gratitude for kindness received, and at the same time to have departed from the hackneyed custom which leads many authors to inscribe their works to some Prince, and blinded by hopes of favour or reward, to praise him as possessed of every virtue; whereas with more reason they might reproach him as contaminated with every shameful vice.
